  Fund state obligations

  Develop a plan to get current on budget obligations such as pension plans. The economy has reset. The state must fund it obligations.

  Fund R&D grants at universities

  Fund more research and development in our universities.The Bayh-Dole Act lets universities to share profits on patents developed at universities.

  Change how probation is administered

  Duplicate Hawaii's Opportunity Probation with Enforcement probation program. Fifty-five percent are less likely to be arrested for a new crime.

  Seventy-two percent less likely to use drugs.

  Sixty-one percent less likely to skip appointments with their supervisory officer.

  No Memorial Laws

  Stop responding to every crisis with a new memorial law. They are ineffective at accomplishing anything other than pandering and end up costing everyone more, at a minimum in administrative costs.
