If our institutions of higher education, especially the universities, treated the summer quarter/semester just like the other parts of the school year the system would be much more efficient. Grant universities greater autonomy from the Legislature and state rules in exchange for reduced appropriations. University appropriations have already been cut by nearly 20% since 2007 while not receiving any freedom to set their own tuition rates or generate new sources of revenue. Grant UW and WSU tuition autonomy, but cut their appropriations to only fund essential staff and low-income education grants.
