Force physicians and hospitals to comply with HIPAA. This would eliminate paper filing of medical claims saving the state millions in processing and storage costs. The HIPAA legistlation (passed in 1996!) required that all health insurers build systems based on a standardized set of transactions to check eligibility and pay medical claims.
