Every supervisor needs to have reducing the budget as a key area in their performance evaluation. Those who most effectively find ways to reduce costs and cut waste get the highest marks. This needs to be done at every level, not just the executives.

Every State agency and office needs to be required to justify their existence and budget annually. They should report how many people were served, how much was spent per person, and how they could improve their efficiency.
