State Parks, DNR, and DFW should coordinate on developing a Washington State Public Lands annual access pass (similar to the Federal annual pass and parking permit that provides access to federal lands, including National Parks and Refuges, and USFS lands). One permit=one agency

Train DNR staff to cover all aspects of Forest Practice Applications. These applications ($50) often have review by several agencies, esp. if they have stream issues. Sometimes 4 or 5 agencies (DNR, Tribe, WDFW, Ecology, local) spend time on one permit. Often a different WDFW permit is also required for the same operation. Environmental and budget idea

Implement a user fee for any "to go" item at a grocery or restaurant of 5 to 10 cents per container. It would include any to go item ie. a hamburger box, piza box, chicken bucket, coffee cup, etc. The fees would not only reduce the amount of litter but help provide funding for litter control and a huge amount to the general fund. Create new JOBS

Create new JOBS By creating a state bond fund to start a new gold mine owned partly by the state and another bond fund to start hydrogen collection plants and fuel stations in the state of Washington and electerice car recharging stations. Under Washington state constitution the water is under our control and can be used for this.

A steep environment excess tax for:

~All business that send out weekly ads or junk mail.

~All vehicle owners whose vehicles get less than 25mpg.

~All multi-car families.

~Businesses (and government facilities) that leave computers and lights on at night.

~Any companies that harm or destroy the environment, in ANY way, to make money.

Eliminate WDFW Regional Directors

Here are my suggestions regarding a couple of potential budget cuts within the Department of Fish and Wildlife. Ownership and management of State parks

Privatize some state parks, and turn over land and rights of neighborhood state parks to communities to own and run. For instance, St. Edward State Park should be a King County or an East Side regional park. Let the cities decide how best to manage these parks that are in their boundaries.
