The state needs to publish a list of the tax incentives currently in place for corporations, complete with the amount of lost tax revenue alongside the expected return. I think once voters see what they are/aren't getting from these incentives, there will be far fewer of these incentives handed out.
Create incentive through budget reduction for employees. If an agency, department, or team can measure the effectiveness and performance that it provides, and if that same group can reduce its budget without impairing effectiveness and performance, then reward that group with a portion of the reduction as bonus. Get control of personnel expenses, the lion's share of the budget. Unfortunately, since the part that this applies to is now unionized, your work's cut out for you. In a perfect world, I'd get rid of the across-the-board "step" increase system, i.e. granting 5% pay increases every 12 months for "longevity" without any relationship to performance - or non and allowing all of those to reach toe top of their pay range.
