I suggest that every citizen in the State of Washington recive a drivers test each year, written and in vehicle. There should be no exceptions. If some one fails they will need to take a dirivers refresher test. Much like the divers education for new drivers.With new training it is possible accident will reduce and in turn insurance rates for all drivers. Road Tax

Every vehicle should be issued a transponder and road tax collected for the mileage driven. This would entail putting up monitoring systems such as the sun pass in the state of Florida. Keep the registration fee at $35.00 and add the road tax at the end of the year. The local municipalites could put up their own monitoring system and collect the tax for their area. Ownership and management of State parks

Privatize some state parks, and turn over land and rights of neighborhood state parks to communities to own and run. For instance, St. Edward State Park should be a King County or an East Side regional park. Let the cities decide how best to manage these parks that are in their boundaries.

Increase state gasoline tax by one dollar per gallon

Increase state gasoline tax by one dollar per gallon. This will raise over two billion dollars per year -- even if consumption goes down a bit. We were paying over $4.00 a gallon two years ago, and we are around $3.00 per gallon today -- so we can afford it! This will also reduce air pollution, traffic congestion, and slow down global warming.

Privatize State Parks

Privatize our underutilized State Parks. Basically sell some State owned assets. If I had 3 houses and was at risk of losing them because I had my income reduced, then I would consider selling one of them to keep me cash flow positive.
