Require developers to pay for their permits. Right now, the taxpayers pay the tab for reviewing applications, evaluating technical studies, approving or denying mitigation plans, and issuing permits for developers to fill wetlands. Why don't the developers pay? Why don't the millionaires on Mercer Island pay for the permits to build their fancy docks? Right now they are FREE, they don't pay a dime.
