I would suggest that selected qualified unemployed workers be trained in Lean and Six Sigma techniques and methodologies. Have them work on government effeciency projects with a expert master black belt to lower cost of governmental operation. Edmonds Community College has proved this can save over $500K from one class in working with a non-profit agency. Business has used these methods for years to lower costs. There are also examples of where this has worked with governmental entities across the United States.
