Just stop spending stop hiring

STOP SPENDING NOW== if the state government is so great== Do NOT hire vacant position doesnt matter what those are.. Your great people will find a way to cover that lag time .. If they are not on sick leave, or vacation or flex days, or family leave, or sharred leave, or holidays, or IN MEETINGS. That will save 500 million per year.
