Hire part time/on call staff for institutions to save money in overtime. At places like DOC prisons, DSHS institutions, Wester/Easter, and SCC staff get overtime, a lot at some places. From what I understand, SCC staff, RRC positions get overtime a lot, making sometimes double their yearly salary. The on call/part time positions were laid off/fired, which only created more opportunity for overtime. By hiring part time/on call staff the State will save money in overtime, and obviously people need to work-even if they dont' get benefits. On Call don't get benefits, but the work, training also opens them up for full time positions once they open, WIN WIN.

This would only work if the leave is pre-scheduled. That would provide the time needed to get the on call employee to the work site before overtime would be paid. The real issue is the employee's that don't come to work and cause the overtime. a combination of bad union contracts and spineless Human Rescources departments keep these people employeed. Until that issue is addressed, there will always be overtime.

HA! first off, they do employ 'on-call' and 'intermittent' employees. Heres the problems: on-call employees can work 2 doubles and a single and are then not allowed to work because they are not allowed overtime. Annual leave is prescheduled, its people getting sick (GOD FORBID) that causes most of the overtime. The only thing your right about is the spineless HR. Union contracts have little to do with it; the issue there is supervisors and admin are not following the procedures laid down and agreed upon in the CBAs.

Are you seriously saying that state employees don't abuse their leave? Really? I'm not buying it. I have 20+ years of state service and at every level, I have witnessed leave abuse. It sounds like you work for the state. Do a little audit and I bet you can identify at least one (probably more) employee(s) that calls in sick to attend parties, go to casinos, go to sporting events.... This is the leave abuse that I am talking about. They don't pre-schedule this leave because sick leave cannot be cashed out at seperation but annual leave can.
