Elimnate the Washington State Patrol and create a Bureau of Criminal Investigation with about 150 detectives and 50 support staff to investigate crimes against the state and assist local agencies in complex investigations. Use the money currently spent on troopers and their associated costs (vehicles, training, equipment, etc) to fund sheriff's deputies in each county to conduct traffic enforcement and investigate collisions on state highways. This would eliminate the cost of hundreds of support staff positions as well as facility maintinence costs for all the WSP detachments and other locations. It would also eliminate WSP communications centers and related equipment costs.
