Eliminate WMS and substitute a new class series of Manager. Have levels 1 through 5 and base the allocations on specific criteria, like agency size, budgetary authority, number of employees they manage. They should be exempt from overtime and assigned to a standard salary range like the rank and file, ending subjective starting salaries and performance based bonuses. If they dont perform to expectations like everyone else, discipline them like anyone else. This would eliminate an entire chapter in the civil service rules.

I particularly think the plan to institute five possible layers of managers is a real killer. In my agency, there are four layers from the front line to the head guy. Go figure.
