Have public school students riding buses require a bus pass. Something not too ridiculous, like $10 a month or have a family plan like $15/month. Those buses must be costly to maintain/insure/fill with gas. Parents who don't like it can drive their kids or have them walk/bike to school. Obviously this would need low income standards as well.

Continue to save on the cost of incarceration by letting those who are programming, have completed a trade or work program and are infraction free for 5 or more years return home with a monthly stipend. It is cheaper than the cost of incarceration is yearly, even if you pay their rent!

25 million in public funding from the state community economic revitalization board and an EQUAL AMOUNT OF MONIES from the city of yakima. Wow!! talk about corporate welfare! You cut 51 million dollars and fiance this instead! Yakima is being pressured to give the "Bears' local baseball team, A 20 MILLION DOLLAR STADIUM because they are "bleeding" ! So the public should pay?
This along with the "exit" from this property,across the freeway, across the river, over a swamp,through a bunch of nice housing leading to the yakima county landfill site, also known as the "DUMP", in terrace hts. This is very appropriate, as the final cost of that fiasco is not even known. They have given a company 700,000.00 to tell us we will enjoy this! I am sure that the idea is to connect all the land fills so the state of Washington can be counted on to "revitalize" our whole Yakima valley with Chinese dollars. Hope the ink does not smear.
How ever this comes down you and I are going to pay for this. The city council member who wants her grandchildren, to enjoy this project will be taught how wonderful it is to live beyond ones means as their children will still have this rope around their neck because of the present Governments lousy choices.

Run state business like the private sectors such as;
Employees- give merit raises to those that are performing above standards, and the rest who choose to treat their employment as a paycheck only, cut them loose.
Resources- Don't let them sit and rot, or collect dust. Use them or sell them versus buying new, or letting them sit to become a waste for the state.
General fund- Many taxpayers are tired of being taxed for the same concerns over and over again. Why is a percentage of lottery suppose to be raised for roads, yet we still pay a gas tax ontop of that. What ever a tax has been raised for, use it for that purpose only and truly see who uses too much resources to determine where cuts should be made. It should be okay for the state to make a profit, this would help lessen the taxes needing to be imposed.
Bills/Laws- Prethink, not just the outcome of how the bill passed will benefit your needs at this time. Preplan as to how it will be manipulated by agencies, citizens, and lawmakers, or how it will likely effect several of the taxpayers of this state later in life. When passing a bill, look into the future and stop living in the moment.

I suggest you...Expand use of Dispute Resolution Centers (DRCs). DRCs are private, not-for-profit, or public agencies serving individuals, families, businesses and courts. Since 1984, twenty local DRCs have been established to provide alternative dispute resolution, mediation and training services. Centers are mandated to provide services independent of clients' ability to pay, guaranteeing that all citizens have access to a low-cost resolution process. According to the Governor's own budget numbers, the elimination of $500,000, or $7.69 per person, to Dispute Resolution Centers will end up costing the courts $13.65 million, or $210 per person. Imagine what is possible if the state increased the ways that mediation and other conflict resolution services are utilized and the savings that could be realized.

Create a secure portal similar to www.onehealthport.com. This would create a resource for all state contracted providers to access one secure server for needed information. It would also reduce the amount of administrative time and resources to validate each provider (Tax ID number). We currently require a new security certificate/password for each state program even within the same agency which is expensive and an inefficient use of agency resources.
This would also be an advantage as we move forward with health care reform and the possibility of one application for all state medical benefits. Here's an example, most state contracted providers must apply for an NPI number and use Provider One services, while other agencies and programs throughout the state including DOH and HCA use separate secure servers/portals/security certificates for the same type of services for the exact same providers. While ProviderOne should encompass all DSHS services, other agencies require programs within the agency to independently administer and support similar web related services.
Some state agencies are having to reduce services, allowable payments, contracts and staffing due to budget crisis. It would be disappointing to have the uninsured/underinsured population and state employees take another cut to help reduce state expenses.
I believe that this type of resources would be beneficial for budget savings, community relationships and consistent use of secure data throughout the state.

Reduce sales taxes on aircraft and boats. Currently these are taxed the same as everything else, but they are so portable that many owners leave the state to avoid the tax. It is very simple to register these in another state that has no or very low sales taxes. When this happens, all the businesses that would support these boats and airplanes lose them as customers. No service, storage, maintenance, fuel sales, etc. No sales tax collected for these services, and no jobs in Washington to perform them. The current method costs Washington state lots of tax income because the overall plan is wrong. Florida recently placed a limit of $18,000 on the sales tax on boats as a way to fix this problem. You might say the rich guy who buys a $2,000,000 boat can afford $170,000 in sales tax, and you would be right, he can afford it. But he will not pay it, he will simply license it and leave it in Oregon or British Columbia to avoid the sales tax and then all the future expenses are lost to Washington.

The Healthy Worksite Initiative has wasted thousands of dollars and don't see much benefit. Agencies do not need a wellness coordinator to tell them to wash their hands after using the restroom. Allowing state employees to spend time blogging on a wellness site, exercise freely as they wish, have quiet rooms in the facilities is a complete WASTE. Americans are still overweight and out of shape. If the governor truly wishes to improve the health of Washington state employees, retirees and their dependents then there should probably be some measurements to that goal. Is she going to start weighing employees before and after?

It costs roughly $30,000 to $40,000 per year to house an inmate. Many inmates have been given exceptional, or excessive sentences. In yet they have remained infraction free, obtained degrees, or a trade, and have been role models for other inmates. With careful review and consideration of their convicitons, i believe that even if there were only two you found, you would save $60 to $80,000 per year. I have one such family member who received an exceptional sentence of 30 years and now is in his 15th year. He has a degree in theology, upholstry trade, has helped many youth the list goes on. For family members who are willing to take on the financial burden it would be one that could save the state Millions amybe even billions. I would be one of those family members.

Enough is enough! State employees have sacrificed more than their share. Just because they are State employees does not mean they should be beaten into the ground and keep taking one for the team. Its time to stand up and say enough is enough. They have bills and families just like everyone else. Time for State employees to stand up for themselves.
